Expatriates bet on future stability of Liberia

The president has drawn on U.S.-based talent. Several key posts in her government have gone to prominent figures in the diaspora or colleagues from her time at Harvard. Among them is Richard Tolbert, 55, who gave up a Wall Street career as an investment banker with UBS to become an economic adviser to the president and chairman of her National Investment Commission. His pay: $61 per month.
