Re: Red Flags on the Mittal Steel Mineral Development Agreement

I obtained a copy of the draft Mineral Development Agreement between the Government of Liberia and Mittal Steel Holdings N.V. dated 17 August 2005 and gave it a quick read. Although I was not designated by you to be a party to this transaction and have not yet had the opportunity to read it in depth, as your economic advisor, I feel it is my duty to avail you of my comments in this matter.

My first impression is that it is an agreement with some disturbing downsides for the Liberian government and people. Below are my comments on this initial review. Once I have read the document in depth, I shall be in a position to submit additional comments, if any.
